I think it's great, though it means breaking rice bowls everywhere. Giving procurement authority to battalions keeps Congressmen from steering money to their districts. It also guarantees a few scandals, from the Sgt Major who pockets $20,000 to the Lt. Col. who gets a squad wiped out because they depended on the cheap gadgets he bought. I think we'd come out ahead on net, but the system is designed to punish everyone near an individual screw-up while ignoring systemic problems. Several of the proposals also mean moving authority from Major Generals and their staffs to Lt Colonels. There's not many generals who'll go for it, it'd have to be forced on them.
